António Guterres ist ein portugiesischer Politiker, der am 30. April 1949 in Lissabon geboren wurde und seit 2017 als neunter Generalsekretär die Vereinten Nationen leitet. Zuvor prägte er die portugiesische Politik und engagierte sich international. Nach seinem Diplom in Elektrotechnik 1971 begann Guterres seine politische Laufbahn im portugiesischen Parlament ab 1976. Dort übernahm er wichtige Funktionen in verschiedenen Ausschüssen. Parallel dazu war er von 1981 bis 1983 Mitglied der Parlamentarischen Versammlung des Europarates und leitete den Ausschuss für Demografie, Migration und Flüchtlinge. 1992 übernahm er die Rolle des Generalsekretärs der portugiesischen Partido Socialista (PS), die er bis 2002 innehatte. Von 1995 bis 2002 war Guterres Premierminister von Portugal. Zusätzlich übernahm er von 1999 bis 2005 das Amt des Präsidenten der Sozialistischen Internationale. Danach wechselte Guterres zu den Vereinten Nationen und wurde von 2005 bis 2015 Hoher Flüchtlingskommissar. Als Flüchtlingskommissar setzte sich Guterres für Strukturreformen ein und sah sich mit großen Flüchtlingskrisen konfrontiert. Sein Engagement wurde 2015 mit dem Deutschen Nachhaltigkeitspreis gewürdigt. Im Jahr 2016 wurde António Guterres dann zum Generalsekretär der Vereinten Nationen gewählt und trat sein Amt am 1. Januar 2017 an. In seiner Amtszeit als UN-Generalsekretär betonte Guterres die globalen Herausforderungen wie Klimawandel, Konflikte und Ungleichheit. Für seine Verdienste erhielt er 2019 den Karlspreis. 2021 stellte er sich für eine zweite Amtszeit zur Verfügung und wurde von der UN-Vollversammlung bis Ende 2026 berufen. Im Kontext des Krieges in Israel und Gaza im Jahr 2023 äußerte sich Guterres kritisch, was zu Reaktionen führte. Neben seiner politischen Arbeit ist António Guterres Mitglied des Club de Madrid und spricht mehrere Sprachen fließend. Er ist seit 2001 in zweiter Ehe verheiratet und hat zwei Kinder aus erster Ehe. Im Laufe seines Lebens wurde Guterres mehrfach geehrt, darunter mit dem Theodor-Herzl-Preis des Jüdischen Weltkongresses im Jahr 2020.

The European Council met in Madrid under the Presidency of Felipe González, Spanish Prime Minister. Followed by a meeting of Heads of State and Government and Foreign Affairs Ministers of Associated Countries of Central and Oriental Europe, including the Baltic countries, as well as Cyprus and Malta. The European Council considered that job creation is the main objective for the EU and has declared its’ intention to pursue all measures necessary to reduce unemployment. Moreover, the European Council has adopted the scenario for the introduction of the single currency and has confirmed that this phase will begin on 1 January 1999. The decision has been taken to name the new currency “euro”. Lastly, the Council has discussed the subject of the intergovernmental conference and of enlargement.
